Public Sentiment Collection on Large Scale of Social Movement

TAIPEI, Taiwan -- Recently situation in Ukraine attracted eyeballs of worldwide. We saw lots of Ukrainian patriotic protesters sacrificed their lives in Independence Square of Kyiv for freedom against injustice, corruption, bureaucracy and social disparity prevailed everywhere in the country. Nobody could see what has happened is evolving into the conflict arena between Russia and western countries. Russia may not give up the chance of its military intervention into Ukraine situation, unless there is compromise between Ukraine and Russia on such intensive situation.

I wonder why such an unpredictable riot happened in a country full of Slavic culture heritages like Ukraine. From several moments we see that Ukrainian people are so serious and discontent about their current society and country and they will risk their lives for what they were fighting and demanding from many instances, such as Ukrainian girl video clip – I am a Ukrainian (http://youtu.be/bh4R_lCFSF0) in YouTube and “I am dying” in twitter from a young volunteer nurse on the field. They try to make a total change in community, society and government to gain prosperity, self-esteem and justice.

On the other hand, new technology was seen in this riot by different parties of both government and journalists, so we can have a look in depth into this event. By commercial drone with HD video camera, we can see the riot from sky by bird view. The strategies adopted by anti-riot police and mob can be easily observed. That’s why people around the world can understand the dark side of this riot in Kyiv.

From the perspective of human modern history, mob of large scale of social movement, such as protest by labors, peasants, feminists, or minority…etc., could be solved if politic and social institutions can listen to them and find the way out to fulfill their request. Patience, compromise and mutual understanding among authority and powerless people are the major factors for eventual consensus.

How does authority understand the true demand of those in the movement in advance? Nowadays those demands are reflected by complaints on Internet. You may see such complaints by irregular, oxymoron and cynical form from various disgruntled netizens. Once some of complaints, whether these are rumors or truths, are echoed positively by more and more netizens, potential social movement will be gradually shaped. Nobody can forecast how it will end up with.

What if authority can conduct extensive internet survey on potential risk and take proactive measurement on it immediately, would those social demonstration movements happen and deteriorate eventually? Recently some of states start to deploy so called public cyber sentiment survey system in order to assess politic and social influence and prevent rumor spreading.

A typical public cyber sentiment survey system is basically consisted of 2 parts of function: data collection and data analysis. In data collection part, there are several subsystem modules for data interception deployment, data decoding procedure, data scoping and classification, data retention…etc. In data analysis part, there are also several subsystem modules for link analysis, text mining, voice recognition and optical character recognition…etc. Those functional modules can be implemented cascade or independently by demand and planned budget.

Since 2011, Decision Group has been working with several institutions and partners on development of such solution in different countries. The purpose is to shorten the gap between government and citizens as well as help government to build up more democratic system aligned with parliament and mass media.

Unlike lawful interception system, public cyber sentiment survey system covers extensive information processing procedure involved in many fields of sociology, linguistic, politics, statistics and ICT. With strong technical background on data collection, Decision Group is working with many experts from different disciplines on development of this solution. “We fully understand the importance and significance of public cyber sentiment survey system,” said Casper Chang, CEO of Decision Group, “and we help our customers to develop such complicated, customized solution for their demands.”

In order to have more partners around the world join this project with us, we also provide training program for our partner to co-work on this system aligned with business demand. We provide 2 free slots of local accommodation for each partner in Taipei, Taiwan during partner training period. If you have the similar demand in your country from government or authority institution side, please contact with decision@decision.com.tw. We will be glad to contact with you for more detail.
