Meehan did not challenge anyone to an arm wrestling match, but did share information regarding a rally he hosted to properly disseminate information regarding wasteful spending on a local; state and national level. His reason for doing as such was tied to an eventual offer to assist in the planning and hosting of future rallies.
Tom Meehan, a Clearwater, Florida entrepreneur, has committed himself to building a series of well-established Pinellas County business holdings for nearly twenty-five years. During that time Tom Meehan has built a name for himself as a savvy business owner, and job creator who is willing to offer unique opportunities to people with an arrest record. Meehan found his avenue for change in donating both time and funds to organize a rally in Tampa, Florida, the goal of the rally being to bring awareness of ridiculous government spending to the people.

The rally in Tampa, Florida centered on the concept of improving local, county, state and national government spending practices through the introduction common private business practices. Tom Meehan challenged his fellow business owners from around Pinellas County to host similar rallies of their own, and offered to help plan the events for any business owner willing to take him up on the challenge.
