Leveraging more than two decades of excellence in special education and counseling, Dr. Bullion has earned distinction as the superintendent of schools for the Morgan Independent School District. Since 2022, he has focused his efforts on operational governance for the district's schools, including handling financial performance and fiscal strategy reviews and managing vendors. He strives to create a collaborative, supportive environment for teachers, administrators and students, making district-wide process innovations when needed. Additionally, he has lent his expertise as a board trustee to the Valley Mills ISD School Board since 2019.
Prior to his current role, Dr. Bullion began his career as a teacher for the Secondary BEST Program at the Bosque County Educational Co-op in 2002 and became a counselor for special education in 2004. He was promoted to the director of the special education co-op in 2012 and became a special education liaison to the TEA for the Educational Service Center in Region 12 of Waco, Texas in 2017.
Among his professional accomplishments, Dr. Bullion is proud to have received the Barbara Jordan Media Award Recipient from the SPEDTalk Podcast in 2021 and 2022, and was nominated for the award in 2023. He is also a valued member of the Texas Association of School Administrators, the Texas Council of Administrators of Special Education, the Texas Counseling Association, the Texas Association of School Boards and the Texas Association of School Business Officials.
Prior to embarking on his professional journey, Dr. Bullion earned a Bachelor of Science in psychology in 2002 and a Master of Education in counseling in 2005, both from Tarleton State University. Following these achievements, he attained a Doctor of Education in educational administration and leadership from Baylor University in 2020. Well-qualified in his field, he holds numerous certifications in education, including as a classroom teacher, a generic special education certification and a school counselor certification, among others.
Within the coming years, Dr. Bullion intends to continue serving as the superintendent in his current district and is working to shift the culture and increase the learning expectations for their students and staff. Accounting for his success in public education, he credits the individuals throughout his life who served as his mentors, including the seasoned coaches, superintendents and those at the executive leadership level in Region 12 as well as other service centers who invested in him and helped him develop his skills.
