Joel L. Thayer has been Inducted into the Prestigious Marquis Who's Who Biographical Registry

WASHINGTON, DC, May 22, 2023 - Joel L. Thayer has been included in Marquis Who's Who. Leveraging more than a decade of excellence in compliance and strategy for the telecommunications and tech industry, Mr. Thayer has earned distinction as the president of the Digital Progress Institute. Since 2021, he has focused his efforts on ensuring the organization has the resources it needs to perform the research they conduct, handling the policy and legal priorities of the organization. He strives to find meaningful solutions that bring incremental progress while handling issues regarding telecommunications, privacy, technology and maintaining trust with clients. Additionally, he serves as a principal attorney with his firm Thayer, P.L.L.C.

Prior to his current role, Mr. Thayer began his career as a legal assistant with Kramer, DeBoer, Endelicato, and Keane in 2011 and was a legislative correspondent and staff assistant for the United States House of Representatives the same year. In 2013, he served as a law clerk for the Competitive Carriers Association and was a legal fellow for Congressman Lee Terry in the United States House of Representatives. At the same time, he was a law clerk for the Telecommunications Industry Association until taking a similar role with the Wireline Competition Bureau of the Telecommunications Access Policy Division in 2014. That same year, he also functioned as a law clerk for the Office of Commissioner Ajit Pai of the Federal Communications Commission and for the Office of Commissioner Maureen Ohlhausen of the Federal Trade Commission.

Mr. Thayer continued his career as a student attorney for Rising for Justice during his last year of law school. In that role, he provided pro-bono representation to underserved, low-income residents in D.C. in front of the District's superior civil court. There he ensured courts acknowledged and enforced his clients' rights in contract disputes with landlords and under the appropriate affordable housing voucher regulations.

Upon leaving law school, he served as a litigation law clerk for Kramer, deBoer, and Keane, in Indian Wells, CA in 2015. Following this time, he worked as a campaign manager for Paul Chabot for Congress in 2016 and took a role as a policy counsel for The App Association in 2017. He subsequently served as an associate attorney for Phillips Lytle LLP in 2020 for a year. Over the course of his career, he has also contributed a wealth of written work to the field, including "On TikTok, It's All Fun and Games Until China Wants Your Info" with the Wall Street Journal in 2022, "Lasering in on the Federal Communications Commission: Can The FCC Regulate Laser Communications?" for The American University Intellectual Property Law Brief in 2015 and "Congress's Infrastructure Bill Could Give the FCC an Upgrade" for Newsweek in 2021, among many other publications.

Among his professional accomplishments, Mr. Thayer is proud to have received a Rotary Youth Leadership Award from the Rotary Club in 2005 and an Outstanding Service Award from California State University, Fullerton's Department of Liberal Studies in 2011. He was also honored with n Robert E. Lee Scholarship and Internship Fund from the Federal Communications Bar Association in 2014 and was named n Rising Star by Super Lawyers in 2022 and 2023.

Prior to embarking on his professional journey, Mr. Thayer earned a degree in liberal studies, law and communications with a minor in human communications from California State University, Fullerton in 20 IO. Following this achievement, he attained a Juris Doctor in communications, intellectual property and administrative law from the American University Washington College of Law in 2015. Well-qualified in his field, he was admitted to the Bar Associations of the District of Columbia, the D.C. Circuit, the Federal Circuit and the State of California. Within the coming years, Mr. Thayer intends to expand his firm and continue his passionate work.
