It is clear that Santé-Community, a large hospital group, have been merging or buying more and more physician practices, ambulatory surgery centers and outpatient clinics, under the umbrella of Santé Health Foundation, an illegally structured 1206(L) foundation. "It is no secret that North West Medical Group of Fresno, once a leading provider of primary healthcare services, now functions under the umbrella of Santé owned Community Foundation Medical Group" said Dr. Gill. "This has resulted in an almost complete monopolization and extreme unfair competition in the huge underserved, primary care patient populations that exists on West of HWY41 and North of Shaw Ave in Fresno CA."

Santé Health's executive officials, over the course of last few decades, have clearly signaled a confidence in efficiencies that they have voiced can be gained by their "ability" to better integrate the fragmented care patients receive from multiple providers.

"On the contrary, as a provider of patient care services, I disagree with this notion, completely" said Dr. Kanwar Gill MD. "Care coordination can be achieved without such amalgamation and close affiliations. These arrangements have merely been structured to serve as safe harbors and to reduce competition".

"Unfortunately, this large and very powerful health company, very tightly affiliated with Community Hospital Group of Fresno, through its IPA and "foundation" continue to control practices local physicians that would eventually have a devastating impact on local providers' ability to meet their patients' needs" said Dr. Kanwar Partap S. "The Financial Arrangements between Physicians and the Third Parties have become so extremely destructive to the Patient-Physician relationship, and to the Medical Profession as a whole, that it is now the duty, of the patients and members of the medical profession to abolish them to provide for the future professional autonomy and patient protection."

"Santé Health Foundation's CA conduct merits further analysis. Policy and law makers need to address this issue emergently" said Dr. Gill. "They must protect the right to take legal action against giant health care networks for antitrust violations. Failure to do so would have a negative impact on the level of healthcare services we offer to our patients in many areas of the state".
