In this capacity, he maintains responsibility for the Navy Hospital ship programs and all new hospital ships, including the newest addition, the USNS Bethesda. Prior to obtaining his current position in 2021, Mr. Douglas worked as the head of the requirements analysis branch for the U.S. Navy Bureau of Medicine and Surgery, a senior program analyst for General Dynamics Information Technology and Goldbelt Glacier Health Services, LLC, and as a senior military analyst for Engility Corporation.
During the early stages of his career, Mr. Douglas gained valuable expertise in management, analysis, and more through Knowledge Capital Associates, LLC, QinetiQ North America, Impact Resources Inc., General Dynamics Information Technology, and the United States Marine Corps. In conjunction with his work, he dedicates himself to his community through the Military Family Research Institute at Purdue University and Ebenezer United Methodist Church, through which he is a youth leader and praise band musician.
An expert in his field, Mr. Douglas holds a bachelor's degree in communications, radio, television, and digital communications from the University of Maryland, a diploma in military science from Marine Corps University, and an MBA in management from Touro University. Subsequently, Mr. Douglas expanded upon his professional knowledge by earning a Master of Science in health science, a Master of Science in information technology management, and a Master of Arts in higher education administration from Trident University, as well as certificates through Defense Acquisition University and the Federal Aviation Administration.
Due to his vast breadth of knowledge, Mr. Douglas has contributed to several reports, including "Defense Strategy for Suicide Prevention" and "An Achievable Vision: Report of the Department of Defense Task Force on Mental Health." In light of his professional achievements, he was honored with multiple Meritorious Service Medals by the President of the United States in 1999, 2001, 2005, and 2007. Throughout his career, he has also won the Joint Service Commendation Medal from the Secretary of Defense, the Commander's Award through the Armed Forces Recreation Society, and the Meritorious Civilian Service Award from the Deputy Chief of Naval Operations, Fleet Readiness, and Logistics. While his career has been filled with highlights, he takes the most pride in expanding upon the Navy's expedition medical ship program and contributing to the mental health task force just before his retirement. Looking toward the future, Mr. Douglas intends to direct additional programs through the Navy.
