February 11, 2021 - The European Chemical Agency (ECHA) has added two new substances of very high concern (SVHC) to the Candidate List. These are:

• Bis(2-(2-methoxyethoxy)ethyl)ether (Tetraglyme)
• Dioctyltin dilaurate, stannane, dioctyl-, bis(coco acyloxy) derivs., and any other stannane, dioctyl-, bis(fatty acyloxy) derivs. wherein C12 is the predominant carbon number of the fatty acyloxy moiety

Both substances have been classified as toxic for reproduction, category 1B.

The first substance, Tetraglyme, is the ninth glycol ether identified as an SVHC. It is used in a number of ways, including:
• Manufacture of soldering fluxes/solder pastes
• Solvent for production of binders for paints
• In paint strippers and adhesive removers
• Additive for the fixation of resins in durable-press cotton and cellulosic fabrics

The second substance, dioctyltin dilaurate, is used as a stabilizer and catalyst in plastics and rubbers.

Under Article 33 of REACH, manufacturers and importers operating within the European Union (EU) and European Economic Area (EEA) must provide information to allow the safe use of a product that contains concentrations of an SVHC in excess of 0.1% (w/w). This must be supplied to recipients upon supply and consumers within 45 days of a request. If an article contains an SVHC with a concentration above 0.1%, and with a quantity over one metric tonne per year, the manufacturer or importer must notify the ECHA under Article 7 of REACH.

Notification of SVHCs within an article must be made within six months of their inclusion on the Candidate List. These four substances were added on June 25, 2020, and so the deadline for notification is June 19, 2021.

Stakeholders should also be aware that since January 5, 2021, EU producers, importers, assemblers and distributers of articles containing SVHC concentrations above 0.1% (w/w) must submit a notification to the Substances of Concern In articles as such or in complex objects (Products) (SCIP) database under the Waste Framework Directive (WFD).

With the addition of these two substances, the Candidate List now has 211 entries.
