Deferral is not mandatory

It is not available for those people who are self-employed. White House economic adviser Larry Kudlow told reporters Friday he thinks the deferral will be "extremely helpful," and the administration is pushing for the deferred taxes to be forgiven.

Remember, the period of the payroll tax deferral begins on Sep 1, 2020, and runs through Dec 31, 2020. However, this is subject to defined conditional limits. Due to the relief is on the employees or workers side, if the payroll deferral provision is implemented, then employees ( who are eligible for this deferral) will see larger paychecks in the month of September. Businesses and organizations that have an interest in participating can not be able to so quickly as it can take some time to update their payroll systems.
